I used to be very naive about taxes. As a child I assumed they were neatly divided up to ensure that everything was looked after. When I first started work I thought that the money I paid for national insurance went straight to the NHS. Ah, the age of innocence.

This week, a report from independent think-tank the Policy Exchange will highlight the injustice of £24 billion worth of road tax not being spent on roads.

HM Treasury rakes in £32 billion from motorists every year but only a quarter of it goes on our roads according to Dept of Transport figures.  Why am I not surprised.
